清华，为清朝官员，本籍满洲镶红旗，由官学生考上中书。他于1793年任台湾省知府，后返回中国大陆任官，之後历练多任官职後，又在1806年（爱新觉罗·颙琰11年）奉旨担任按察使衔分巡台湾兵备道，为台湾清治时期这阶段的地方统治者。
